NOTICE INVITING EXPRESSION OF INTEREST/PRE-QUALIFICATION BIDS

FOR CONSTRUCTION OF ADDITIONAL ACADEMIC BLOCKS

AT LADY SHRIRAM COLLEGE FOR WOMEN CAMPUS, NEW DELHI

Lady Shri Ram College for Women, New Delhi proposes to undertake construction of additional Academic Blocks and Seminar Hall in the Lady Shri Ram College for Women Campus at Lajpat Nagar, New Delhi.

The interested company/firm/individual should have the requisite ability to undertake civil construction and finishing, PHE, Electrical, Fire Fighting & Fire Alarm, Site development and Landscaping works. The interested parties will have to produce documentary proof in support of their experience/projects completed relating to Educational Institutions and covering various segments.

The intending companies/firms/individuals are requested to apply for pre-qualification in the prescribed format to the Principal, Lady Shri Ram College for Women, Lajpat Nagar, New Delhi. The pre-qualification format along with other relevant details may be obtained from the Bursar’s office, Lady Shri Ram College for Women, Lajpat Nagar, New Delhi on all working days except Saturday, Sunday/National holiday between 10.00 a.m. and 5.00 p.m. up to 29/05/2009 on submission of non–refundable Demand Draft of Rs.100 (Rupees One Hundred only) drawn in favour of Principal, Lady Shri Ram College for Women, New Delhi or by cash payment at Bursar’s office. The pre-qualification bid along with copies of all documents and non-refundable demand draft of Rs. 1000/- (Rupees One Thousand only) drawn in favour of Principal, Lady Shri Ram College for Women, New Delhi should be submitted in sealed envelopes, superscribed –– "Expression of Interest/Pre-qualification Bid for Construction of Additional Academic Blocks at Lady Shri Ram College for Women, Lajpat Nagar, New Delhi" –– by Registered Post or handed over in person to the Principal, Lady Shri Ram College for Women, Lajpat Nagar, New Delhi. The last date and time of receipt of the pre-qualification bid is 05/06/2009 till 4.00 p.m.

A Technical Committee in the Seminar Room of Lady Shri Ram College for Women, Lajpat Nagar, New Delhi will open the pre-qualification bids at 11.00 hrs on 08/06/2009. The Technical Committee thereafter will short-list eligible candidates for sale of tender documents. The parties who wish to be present at the time of opening the Expression of Interest/ Pre-qualification Bid may present themselves or authorize their representative with an authority letter.

The management of Lady Shri Ram College for Women,  Lajpat Nagar, New Delhi reserves the right to accept or reject any or all pre-qualification bids without assigning any reasons whatsoever.

BID DOCUMENT WITH DETAILED SPECIFICATIONS, TERMS AND CONDITIONS FOR PRE-QUALIFICATION OF CONTRACTORS FOR CONSTRUCTION OF ADDITIONAL ACADEMIC BLOCKS.

1.      Lady Shri Ram College for Women, New Delhi proposes to undertake construction of additional Academic Blocks and Seminar Hall in the Lady Shri Ram College for Women Campus at Lajpat Nagar, New Delhi and intends to pre-qualify experienced and qualified contractors.

The additional Academic Blocks admeasuring 3,500 sqm are planned as three blocks.

1.1.1  The Seminar Hall will  be a block on stilts and two stories above in height.

1.1.2  The two Academic Blocks will have a part basement for storage, Ground  floor with three more stories having space for  housing classrooms, staffrooms and toilets. 

1.2   The project will be time bound wherein time will be of essence.

1.3   With a view to ensure a thoroughly professional implementation of the initiative, services of an experienced Contractor is required who can provide necessary technical / non-technical execution personnel, materials and infrastructure. The Contractor may be a company or a firm of an individual who have the necessary interdisciplinary support and experience.

1.4   The intending Companies /Firms/Individual should have the requisite ability to set up install and execute the required work and provide technical supervision of the work ability to manage complex project and to effectively coordinate the work with the participant i.e. concerned offices. The interested parties will have to produce documentary proof of :

i)    Experience –– Minimum 7 years' experience of executing work for Construction of Educational Institutions having handled at least 5 such projects, of which a minimum of 2 project must be related to comprehensive construction including structure, civil, finishing, PHE,  Electrical, Fire Fighting & Fire Alarm, Site development works for Educational Institutions, having a net value of Rs. 4.0 Crores.

ii)   Financial soundness - Average turnover of the Companies/ Firms/Individuals during the past 5 financial years should be a minimum of Rs. 4.0 Crores

iii)  Infrastructure facilities - Should have necessary infrastructure of at least 1000 sq. ft. office space and workshop space (covered area) and stores (covered / open) of minimum 4000 sq. ft. apart from necessary plant and equipment.

iv)  Should have Permanent Account Number (PAN), Works Contract/VAT No. and Service Tax Number.

2. Scope of Construction of Additional Academic Blocks

·         Structure & Civil Works.

·         Finishing Works.

·         PHE Works.

·         Electrical Works.

·         Fire Fighting & Fire Alarm Works.

·         Site Development Works.

3. Pre-qualification of Contractor

3.1 With a view to ensure a thoroughly professional implementation of the initiative, it will be desirable to requisition the services of an experienced Contractor, who will provide the necessary technical & non technical personnel supervision, material, etc.

      Contractor may be a Company or a Firm or an Individual. A Company or a Firm is desirable as they will have the necessary interdisciplinary infrastructure and resources to engage in a task of this magnitude.

3.2 To facilitate the pre-qualification of the Contractor certain criteria are defined as under-

a)      Execution Ability –– as it can be evaluated by examination of the functional, technical, economic, human resources deployment and availability and aesthetic qualities of all components of relevant projects executed.

b)      Programme Responsiveness ­­–– Previous experience that demonstrates success in completing project consistent with programme schedule, budget, and technical requirements, that indicates ability to complete the proposed project in a manner responsive to the specific of the programme.

c)      Experience –– Previous experience with special requirements appropriate to the project under the consideration with evidence.

d)     Production Capability –– Evidence of ability to set up and execute all components of the work. To have in house capabilities to study and use CAD drawings.

e)      Co–ordination and supervision –– Evidence of ability to provide efficient and comprehensive project management during the construction phase of the project, including required submission, technical supervision of the work, and enforcement of the provisions of contract documents.

f)       Proximity to the project location or willingness to establish a local office.

g)      Client Relationships –– Recognition of the need to work harmoniously with administrative and academic staff.

h)      Management –– Ability to manage complex projects and effective co-ordination with the participants.

i)        Multi-disciplinary Approach –– to project management and implementation, efficiently stitching together diverse functions like business management, finance, engineering, design, architecture, and other in a single coherent output.

4. Appraisal and Selection Process

Appraisal of applicants will be based on two stages:

4.1 Stage I will involve:

a)      Examination of the status of the Company or Firm or Individual

b)      Proof of multiple participation, including in process in Educational Institution projects.  Must be supported by photo evidence and/ or letters of recommendation from project owners/ sponsors. Successful participation in government-sponsored project will be an advantage.

c)      Proof of multi-disciplinary approach to project management and execution as regard of modern design, engineering and architecture in at least five recent projects.

d)     Current facilities, owned by the applicant, that support his/her needs in terms of:

ii)                  Office space

iii)                Hardware

iv)                Software

v)                  Production / fabrication

vi)                Administrative capability

vii)              Transportation

e)      Copies of tax returns and balance sheets for the previous 5 years.

4.2 Stage 2 will involve the following criteria:

a)      Candidates, short listed in Stage I, will be invited to participate in the Financial Bid for the project of Construction of Additional Academic Blocks at Lady Shri Ram College for Women, Lajpat Nagar, New Delhi.

5. A demand draft of a scheduled bank for Rs. 1,000/- (Rupees One Thousand only), issued in favour of Principal Lady Shri Ram College for Women, New Delhi is to be deposited along with the Bid.

6. An incomplete Bid will be rejected.

7. Receipt of application for issuing pre-qualification bid forms will be stopped by 5:00 p.m. on 29-05- 2009.

8. Canvassing, whether directly or indirectly, in connection with Bid, is strictly prohibited, and the Bid submitted by the Company /Firm/ Individual, who resort to canvassing, will be liable to rejection.

9. Receipt of Bid will be stooped by 4.00 p.m. on 05-06-2009.

10. Bid will be opened at 11.00hrs on  08-06- 2009.

11.False information/documents provided for consideration would result in disqualification of the Bid.

Note: If the above days happen to be holidays, the Bids will be sold/ received and opened on the next working day at the same time.
